Kinder Morgan FERC filing to ship fracked methane to Jacksonville

The pipeline companies are in cahoots to export through all our lands. 300x194 Exhibit F: Compressors and loops; Suwannee, Columbia, and Bradford Counties, Florida, in Jacksonville Expansion Project, by FGT, for SpectraBusters.org, 31 March 2015 Beware especially Suwannee, Columbia, Bradford, and Clay Counties, Florida. Beware Atlantic coastal Georgia, the same Kinder Morgan (KMI) of the Palmetto petroleum products Project to Jacksonville wants to push fracked methane to Jacksonville, apparently for export. Beware Alabama, Georgia, and Florida on the proposed path of Sabal Trail: This new Florida project could ship Sabal Trail fracked methane to Jaxport for LNG export.

In March 2014 TECO Peoples Gas announced intention to ship fracked methane to Jacksonville, which the Jacksonville Business Journal interpreted as for export, since Continue reading Kinder Morgan FERC filing to ship fracked methane to Jacksonville

Time to comment to FERC on Sabal Trail ignoring springs on Suwannee and Withlacoochee Rivers

Here’s why you should ecomment to FERC and your elected officials right now. Sabal Trail filed key materials after FERC’s stated deadline, a Suwannee County, FL landowner points out in a FERC ecomment, also revealing Sabal Trail still didn’t address key springs upstream and down from its proposed new pipeline path, and said nothing about connecting caverns beneath the Suwannee and Withlacoochee Rivers.

Here’s a call to action from Merrillee Malwitz-Jipson:

Good Morning,

I realize many of you have seen me (and a few others) navigate through a enormous amount of meetings, letters, social media announcements to stop the Sabal Trail Gas (fracked)Transmission Pipeline cutting through one of our most vulnerable areas of our World, the Florida Springs Heartland.

You have watched and read from the sidelines for nearly 2 years. It is time for you to act. Call it my Continue reading Time to comment to FERC on Sabal Trail ignoring springs on Suwannee and Withlacoochee Rivers

FERC recovers cost of operations through charges and fees from the industries it regulates –FERC FY14 Budget

Don’t believe FERC is funded by the industries it regulates? Well, let’s look beyond FERC’s own About web page to its actual funding request to Congress. Maybe that will motivate you to ecomment to FERC right now, and to contact your local, state, and national elected and appointed officials.

Acting Chairman Cheryl A. LaFleur, FEDERAL  ENERGY  REGULATORY  COMMISSION, FY 2015 Congressional Performance Budget Request,

Full Cost Recovery

The Commission recovers the full cost of its operations through annual charges and filing fees assessed on the industries it regulates as authorized by the Federal Power Act (FPA) and the Omnibus Budget Reconciliation Act of 1986. The Commission deposits this revenue into the Treasury as a direct offset to its appropriation, resulting in no net appropriation.

Clear enough that FERC is 100% funded by the industries it regulates?

That may seem like a win for the taxpayers. But is it a win for you the local landowners Continue reading FERC recovers cost of operations through charges and fees from the industries it regulates –FERC FY14 Budget

Sabal Trail Notice of EIS Intent and Route Alternatives

A FERC comment period ending 15 November 2014 seems to mean Sabal Trail will miss its 31 October formal filing date. 300x391 Withlacoochee River Crossing Route Alternative, Hamilton and Suwannee Counties, Florida (bare), in Sabal Trail Notice of EIS Intent, by John S. Quarterman, for SpectraBusters.org, 15 October 2014 No relief suggested for crossing the Withlacoochee River at the border of Brooks and Lowndes Counties, Georgia (or inside Lowndes County next to Valdosta, according to several of the previous alternatives). And every proposed path still crosses the Suwannee River into Suwannee County.

Maybe that’s because the Dougherty County Commission and the Albany City Council actually stood up for their citizens, as did Gilchrist County (see Wacassassa Flats Alternative), while the Suwannee County Commission swallowed Sabal Trail disinformation and the Lowndes County Commission and the Valdosta City Council did little (except one letter from the Chairman) or nothing (except one letter from one Council member).

300x131 Sasser Route Alternative, Albany Compressor station Alternatives, Terrell, Lee, and Dougherty Counties. Georgia (bottom), in Sabal Trail Notice of EIS Intent, by John S. Quarterman, for SpectraBusters.org, 15 October 2014 There’s still time for Dougherty, Lowndes, and all the other counties and cities to pass ordinances, and to lobby state and federal agencies and elected and appointed officials. Oh, and there’s an election going on.

Also no mention of Sabal Trail’s Jasper, Florida Open House, 5-7:30 Tuesday 21 October 2014, but STT’s newspaper notice said the public is invited, so y’all come!

Filed with FERC today, 15 October 2014, Supplemental Notice of Intent to Prepare an Environment Impact Statement for the Planned Southeast Market Pipeline Project and Request for Comments on Environmental Issues etc. re Sabal Trail Transmission, LLC under PF14-1.

Suwannee County Commission swallows Sabal Trail misinformation

After FPL visited it, the Suwannee County Commission decided they couldn’t do anything; nevermind that pipeline and fracking ordinances have worked in Pennsylvania and New York state, and there’s no reason to believe they wouldn’t in Florida. There’s still time for the Commissioners to stand up for the citizens of Suwannee County, Florida.

John S. Koch wrote for Suwannee Valley Times 8 October 2014, Sable Trail – Suwannee Commissioners say gas pipeline needed

The commission chairman noted that they have a copy of the resolution passed recently by the Hamilton County Commission addressing the issue as well as all the information about the Sable Trails Project released by the company handling the project. However, the board has taken no action one way or the other.

The key phrase in there seems to be “all the information about the Sable Trails Project released by the company handling the project”. Perhaps the Commission would like to dig a little deeper than information produced by the one company with the most vested interest in saying the pipeline is a great thing. This would be the same Chairman who denied his previous on-video Sabal Trail comments after he heard from FPL.

Phil Oxendine has a problem with the pipeline but not for safety concerns but rather political reasons. “We are overseas right now and that reason is because of our need for oil and the sooner we get away from that use the better we all will be.” Oxendine also feels it is not in the best interest of the country to export the gas but that is an entirely different issue he said.

Is the Sabal Trail pipeline necessary? –Lori McCraney

Lori McCraney of
Suwannee Alliance for Sustainable Growth wrote in the Suwannee Democrat 11 September 2014, Guest commentary — Is the Sabal Trail pipeline necessary?

I am pleased that the Hamilton County Board of Commissioners has issued a resolution challenging the location of the Sabal Trail pipeline in the vicinity of the Withlacoochee River. Hamilton County resident Chris Mericle did an excellent job of explaining the risks of locating the pipeline in such fragile karst terrain. Sable Trails LLC quickly responded by saying that it will move the crossing to the west, possibly crossing the Suwannee River somewhere near the Suwannee River State Park.

The same problems still exist with tunneling under the Withlacoochee River in Lowndes County, Georgia and tunneling under the Suwannee River at two locations in Suwannee County. As Mr. Mericle explained about drilling under our rivers, “The horizontal directional drilling could intersect spring conduits, affect spring well flows, and ultimately river base flow. Here is contact information for Georgia and Alabama county commissions and city councils along the proposed pipeline path, as well as for state and federal elected officials. Remember also to comment with FERC on docket # PF14-1. Here’s the letter. -jsq

Dear Commissioner,

We are sure that you have heard of the Sabal Trail/Spectra Energy Pipeline and the resolution passed by Hamilton County BOCC August 22, 2014, to prohibit its path through the Withlacoochee River in Hamilton County (link below). It appears that that resolution has been successful. But the problem has not gone away in that Sabal Trail has already sent FERC and Rep. Ted Yoho a letter suggesting that they move the pipeline yet again! (link below).

We would also like to bring to your attention to other local government actions that have been implemented to protect the citizens of those counties. Our hope is that your county government will consider adopting one of these strategies in this crucial effort to protect their citizens, water, land, etc. from this gas pipeline which will provide zero benefit to the people of Florida Continue reading Action letter to County Commissioners against Sabal Trail pipeline

Duke withdraws Suwannee and Polk plant plans

Opposition to the Sabal Trail pipeline may be having more widespread effects. The same day FERC told Sabal Trail to pay attention to karst limestone sinkhole opposition, Duke announced it wasn’t going to “modernize” that plant. Two days later, Sabal Trail told one of that opposition that it was considering moving its Suwannee River crossing upstream, that is, away from Duke’s Suwannee Plant, Coincidence?

Sabal Trail pipeline considered harmful for karst limestone Floridan Aquifer –FL-DEP

There’s no safe way for the yard-wide Sabal Trail fracked methane pipeline through the fragile karst limestone containing the Floridan Aquifer, according to what Florida’s Department of Environmental Protection told FERC back in April. And what’s this about seven foot pipeline depth in Florida, while Spectra’s Andrea Grover complained in the Valdosta Daily Times about requests for five feet deep in Georgia?

FL-DEP points out that caves might not support a pipeline and testing or drilling could easily cause sinkholes. Plus blasting could change local hydrology.

The situation is actually worse than FL-DEP described. We don’t know that contamination couldn’t come from BCPs carried from Spectra’s Texas Eastern pipeline, or radon from the Marcellus Shale, in addition to the solvents FL-DEP mentioned. We don’t know the pipeline would carry only a gaseous product; it could be sold and used for something else. And as DEP says, it’s not just leaks that are the problem: the pipeline would require large amounts of testing water that would have to come from somewhere and go back somewhere, presumably contaminated with whatever was in the pipeline. What guarantee do we have that contamination wouldn’t go down those borings under our riverbeds?

Filed with FERC 18 April 2014 as four pages of the 74-page “Florida State Clearinghouse comments on Dockets # PF14-1, et al Notice of Intent to Prepare an Environmental Impact Statement for the Planned Southeast Market Pipelines Project (Sabal Trail and Florida Southeast Connection Projects).” Some of it was also submitted to FERC by Florida’s Suwannee River Water Management District, but there is new material here; especially that superimposition map. Sabal Trail pipeline dangerous –a resident; We haven’t even looked yet –Suwannee County Commission

Yet another County Commission tries to side-step its duty to represent its own people against profiteering companies from far away, while at least one local resident keeps reminding them.

John S. Koch wrote for Suwannee Valley Times 31 July 2014, Concerned Resident says Proposed Gas Transmission Line Dangerous,

Live Oak resident Debra Johnson used the public comments portion of the [most recent] meeting [of the Suwannee County Commission] to raise safety issues about the proposed gas transmission line that would wind its way through Suwannee County and other parts of North Central Florida.

“What I am asking for is a public forum to be held by the commission dealing with this issue and to seek information that the people can use to educate themselves on this issue.”

According to Johnson, the point she was trying to get across to the commission is that Continue reading Sabal Trail pipeline dangerous –a resident; We haven’t even looked yet –Suwannee County Commission
