JAX-based Crowley authorized to export LNG from Martin County, Florida

Why didn’t FERC or Sabal Trail or FPL or Williams tell us about LNG export to FTA countries authorized by FE in 2011, before Sabal Trail and the others even submitted their pre-filing applications to FERC?

The Carib Energy that has requested authorization for LNG export to non-FTA countries: we’ve heard of them before. Carib’s parent company Crowley Maritime is based in Jacksonville, FL, and Jaxport is also eyeing LNG export, plus a closer connection.

Remember, Crowley already has authorization from U.S. DoE’s Office of Fossil Energy (FE) to export to Free Trade Agreement countries:

…long-term, multi-contract authorization to export liquified natural gas (LNG) from the southeast United States, including Florida, and the Gulf Coast, including Texas, up to the equivalent of 11.53 billion cubic feet (Bcf) of natural gas per year for a 25-year term.

I boldfaced “including Florida”, and note that Florida is not limited by “and the Gulf Coast”, so Atlantic coast delivery to the Caribbean is included in that FE autorization. Which means Martin County, FL is included. As that FTA-export authorization says:

Carib will take delivery of LNG at the site of existing liquefaction facilities located throughout the southeastern United States

Such as the same FERC-approved Floridian Natural Gas Storage Co. LLC that AES plans to buy from for its FE-authorized LNG exports to FTA countries, and from which Crowley has applied to FE for LNG exports to non-FTA countries. Right at the end of the Southeast Market Pipelines Project (Transco -> Sabal Trail -> Florida Southeast Connection) in Martin County, Florida.

This Crowley FTA LNG export was approved before Sabal Trail even submitted its pre-filing with FERC. Yet FERC has never mentioned that FE authorization when asked repeatedly if the Sabal Trail methane would go to LNG export. Why is that?

  1. I forecast this the same day that Russia entered Ukraine. All sorts of politcos were coming out of the woodwork on news programs urging U.S. energy companies to get geared up to ship gas to Europe — because supplies from Russia (via Ukraine) likely would shut down. Looks like big energy was prescient.

    Would LNG be trucked or piped to JAX? My research shows LNG is even more dangerously flammable than the vapor product.
