Spectra Energy Transmission faces a $28,000 fine for allegedly failing to protect the habitat of the Western Toad while constructing its Transmission North Expansion project north of Moberly Lake, in the Beryl Prairie area near Butler Ridge Provincial Park.

According to National Energy Board (NEB) spokesperson Darin Barter, the company stands accused of failing to protect the toad’s habitat in accordance with the project’s application documents.

Williams Transco explosion in Appomattox Virginia 2008-11-14

Almost $1 million PHMSA fine to Williams Transco for safety regulation violations that let corrosion continue until a pipeline exploded near Appomattox, Virginia in 2008, taking out two homes and injuring five people, with local and state governments footing the bill as usual for the pipeline company failure. Yet Transco let much the same thing happen again in 2011 in Marengo County, Virginia, after which even PHMSA said “Transco has a history of cathodic protection [corrosion] concerns on other segments.”

Spectra fined $18.6 million + $200 million cleanup for PCBs by Pennsylvania in 1991

That 1989 $15 million fine against Spectra for leaking PCBs at 89 pipeline locations was a record for EPA at that time, but Pennsylvania topped it a few years later.

Texas Eastern Pipeline Corp. has agreed to pay Pennsylvania $18.6 million in penalties and $200 million in cleanup costs for dumping PCBs at 19 sites across the state, the Casey administration announced yesterday….
