FERC lost half of Dougherty County Sabal Trail resolution

Update 2014-11-11: Thanks to Spencer Lee, Dougherty County Attorney, for sending the second page of the resolution, which does ask FERC to move the pipeline completely out of Georgia; see below. 2014-12-11: PDF of the two pages of the resolution and PDF of the entire FERC filing with the missing page interpolated.

FERC managed to lose the actual resolution on the second page of Dougherty County Commission’s FERC filing of today, but the WHEREASes are enough to see that DoCo says

….the health and welfare of our community will be severely compromised by the construction ofthe pipeline and any associated compressor stations within Dougherty County; and

WHEREAS, it is clear to the Board that, to this date, Sabal Trail has not articulated a justifiable need for the pipeline as it traverses Dougherty County.

Sabal Trail PR countered by actual information in the Suwannee Democrat

On the same day, the Suwannee Democrat posted a fluff piece from a PR firm for Sabal Trail and actual reporting from the recent Open House in Jasper, FL that gives some answers Sabal Trail did not. They’re both well worth reading, the first for its absolute certainty of safety, cleanliness, and no export, and the second for its actual evidence of hazards, record of safety failures, and already-authorized LNG export operations. Oh, and Ms. Grover admitting route changes (caused by objections) blew her end-of-October filing date. The second for opponents attempting to get answers from Sabal Trail and having to get them from other protesters who have done the research Sabal Trail denies can be done. Sabal Trail Notice of EIS Intent and Route Alternatives

A FERC comment period ending 15 November 2014 seems to mean Sabal Trail will miss its 31 October formal filing date. No relief suggested for crossing the Withlacoochee River at the border of Brooks and Lowndes Counties, Georgia (or inside Lowndes County next to Valdosta, according to several of the previous alternatives). And every proposed path still crosses the Suwannee River into Suwannee County.

Maybe that’s because the Dougherty County Commission and the Albany City Council actually stood up for their citizens, as did Gilchrist County (see Wacassassa Flats Alternative), while the Suwannee County Commission swallowed Sabal Trail disinformation and the Lowndes County Commission and the Valdosta City Council did little (except one letter from the Chairman) or nothing (except one letter from one Council member).

There’s still time for Dougherty, Lowndes, and all the other counties and cities to pass ordinances, and to lobby state and federal agencies and elected and appointed officials. Oh, and there’s an election going on.

Also no mention of Sabal Trail’s Jasper, Florida Open House, 5-7:30 Tuesday 21 October 2014, but STT’s newspaper notice said the public is invited, so y’all come!

Albany and Dougherty County do not want, need or benefit in any way by this pipeline. These pipelines have been known to leak and to blow up. The pumping station needs jet turbines to pump the gas and the noise level will be horrific to anyone living near it. It should not be anywhere near any homes or businesses. We get all the risk and none of the benefit. We just do not want it!

This is what we’re going to get in Dougherty County, Georgia, and Lowndes County, and Suwannee County, Florida, and all the other counties along whichever route FERC picks for the Sabal Trail fracked methane pipeline to three already-authorized LNG export operations in Florida, unless somebody actually does something more than just talk. What talk gets you is being counted as one of n speakers at m meetings, and then this:

Four hours of overwhelming public opposition shrugged off by Sabal Trail and FERC in Albany, GA

FERC’s reps said their five Commissioners would decide in about a year, and Sabal Trail said they’d tune details and “educate the public” about the alleged “need” and “jobs” and “environmental safety” of their yard-wide fracked methane pipeline gouged through a hundred-foot right of way plus a compressor station. The public wasn’t having any of that in Albany, Georgia yesterday.

Update 30 Sep 2014: But that very same day, FERC rubberstamped Cove Point LNG in Maryland after “more than 140 speakers at three public meetings related to the Environmental Assessment and received more than 650 comments”, and that’s what we’re going to get with Sabal Trail, unless our elected and appointed officials go beyond talk and pass binding ordinances, deny permits, and countersue.

We are asking you, as the Mayor of Albany, to take action in protecting our community by opposing the Sabal Trail/Spectra Energy pipeline. We have contacted County Commissioners and reached out to your office on several occasions about this issue. “Supporting the pipeline proposal as it stands amounts to surrendering our future to the petroleum industry.” That about sums it up, both for Kinder Morgan’s ~~Constition Pipeline~~ Northeast Direct project (NED) through Pennsylvania, New York, and Massachusetts, and for Spectra and FPL’s Sabal Trail pipeline through Alabama, Georgia, and Florida.

The proposed pipeline would reportedly run beneath 55 private properties in Columbia County if it’s approved by federal regulators. The property owners would have to grant rights of way to the company. Neither the towns nor the county could intervene.

Outrage over noise and health effects of Sabal Trail pipeline in Albany, GA

Noise, land-use, health, and a planned joint meeting with county and city Commissions of Dougherty County and Albany. But will they actually pass an ordinance with legal effect? How about get a judge to rule that the pipeline company is not acting in public service for Georgia and therefore cannot use eminent domain like a judge in Kentucky did?
